I think that many people do not live on a budget because it looks like work (and nobody likes more work that seems unnecessary to them). Also, because they might be afraid to do a budget, afraid of failure and of not being able to buy the things that they want.
Most people feel that a budget will make them feel a shamed when they don't follow the plan. This then turns them off the idea of ever budgeting again. Adam

A lot of people dont want to sit down and look at their spending because they are secretly afraid of how bad they are doing. Another reason is that they see it as restricting and have the idea that they wont be able to buy anything that they want.
They might be afraid they can't do it or that it won't work and won't help them save money by keeping them from overspending.
